Finalists Announced for Teton County Justice Center Public Art
JACKSON, WYOMING, December 3, 2025 / Four finalists have been selected to create site-specific concepts for the Teton County Justice Center public art. Jackson Hole Public Art issued a nationwide call-to-artists in September and received approximately 110 submissions.
The finalists were selected by a panel of community stakeholders made up of arts and culture and legal professionals and representatives from the stakeholder team.
The finalists work in a range of materials and hail from across the United States. The finalists are listed below:
Jack Larimore (Bridgeton, NJ)
Emanuel Röhss (Los Angeles, CA)
Ben Roth (Jackson, WY)
Tooza Design (South Jordan, UT)
For their concept proposals, finalists are encouraged to consider the role of the Justice Center. It takes all of us to make justice work, and this commitment to neutrality, fairness, and equality is a bedrock of our community. The selected artist should be able to realize our highest ideals of a society in this artwork. The artwork should honor those who put their lives in harm’s way for the betterment of others, those who selflessly serve our community’s best interests, those who commit to fairness and the goodness inherent in people and mankind’s ability to reform.
The artwork will be commissioned and owned by Teton County with public art project administration provided by JH Public Art.
Site-specific concepts are due on January 15, 2026 and will be reviewed by the selection panel, with the winning artist announced in mid-February. The public will be invited to review the proposals during an open house at the Center for the Arts. Please check the JH Public Art website for dates and times. Installation of the finished work will occur in tandem with the construction schedule, likely in 2028.
ABOUT THE TETON COUNTY JUSTICE CENTER
The Justice Center project builds on Jackson Hole’s long history of civic innovation—from Wyoming’s landmark decision to grant women suffrage in 1869, to the first all-female town council in 1920. The new Justice Center will bring together multiple county and state services, including the 9th District Court, Circuit Court, Clerk of Court, Teton County and Prosecuting Attorney, Dispatch, Detention Center, and the Sheriff’s Office. Designed to be sustainable and enduring, the building draws inspiration from Jackson’s mountain heritage while serving as a symbol of safety, justice, and civic responsibility.
